The PM²-Programme Management (PM²-PgM) guide is a framework developed to support institutions and organisations using PM² (the European Commission’s official Project Management Methodology) to effectively run their Programmes. It has been developed as an extension of PM², enhancing its overall offering.

A ‘Programme’ is defined as collection of projects and tasks aimed towards a common goal, which are managed in a coordinated way to obtain benefits and control that could not be obtained from managing each project or task individually. Programmes may also include work outside the scope of the initial projects. Programme Management is the process of managing these interrelated projects to better achieve the programme’s objectives and benefits.

This set of programme management guidelines and tools are field / domain agnostic and thus applicable to any type of industry or business. While PM²-PgM is fully aligned with PM² and developed upon its successful legacy, it also incorporates elements from a wide range of globally accepted programme management best-practices, described in standards and methodologies, as well as relevant operational experience from the European Institutions. PM²-PgM provides programme management guidance and support.

This newly-released guide includes:

  • A set of programme management processes and activities;
  • Artefact templates;
  • Guidelines for applying the processes and using the artefacts; and
  • A set of effective mindsets.
